can't access webcam service

hello everyone,
new member here. After registering and doing everythinhg by the book ,i wasn't able to get to see the webcam streaming video.The ship in point is called " Rainboiw Warrior" , and no, after clicking on the link to it, and waiting for the image to refresh, i still only get an old picture taken from the ship but no images.
Any thoughts?
