What if one parent is not in the picture. Father is the custodial parent and will be traveling with child however the birth mother listed on birth certificate had disappeared and have no way of her signing a consent form

In this case there will likely be custody paperwork and the father should keep a copy of that with them while travelling internationally and entering/exiting the United States.
